While it might be a sin for Josh not to tell his friend the Gospel, to put any fault on him for another person's existence in Hell is completely wrong. Each is responsible for their own decisions. God allows Hell to exist for His purposes, to declare His righteousness and make known how completely and utterly void anything apart from Him and His glory is. One of Hells primary functions (and probably its absolute function) is to glorify God.
Romans 9 deals with this explicitly.
